Chemical industry park is the main battlefield of chemical industry development. At present, there are about 250 chemical parks along the Yangtze River economic belt, which play an active role in promoting the safety production of chemical industry, energy conservation and emission reduction, and developing circular economy. In order to promote the high-quality development of the chemical industry park in the Yangtze River economic belt, we should strengthen the renovation of the chemical industry park with systematic thinking, strengthen the construction of the chemical industry park with standardized management, and promote the development of the chemical industry park with the concept of coordination.
At present, some chemical industry parks in China still have some problems, such as relatively unscientific layout planning, relatively imperfect supporting facilities, large potential safety and environmental protection risks, and inadequate project supervision. Some provinces are actively exploring effective measures to promote the high-quality development of chemical industry parks. Therefore, following the new development concept and promoting the high-quality development of the chemical industry park in the Yangtze River economic belt, we should pay special attention to the following three aspects.
Strengthening regulation with systematic thinking
First, adhere to classified measures. We will implement the guidelines for the negative list of the development of the Yangtze River Economic Belt (for Trial Implementation), implement the strictest standards for resource and energy consumption and environmental protection, and classify, integrate, upgrade, reduce and eliminate existing chemical industry parks. Implement differentiated and precise governance measures, entrust professional institutions to build "one park, one file" information management platform, conduct comprehensive evaluation on the chemical industry park, put an end to the number of closed parks as the remediation goal, and avoid the "one size fits all" approach. According to the laws and regulations and the comprehensive standards of environmental protection, quality, safety and energy efficiency, the chemical industry park that does not conform to the industrial layout planning, has low industrial relevance, does not have complete safety and environmental protection infrastructure, and does not have enough safety and health protection distance shall be upgraded or withdrawn according to law. For the chemical industry park that still fails to meet the requirements of continuous rectification, the orientation of the chemical industry park shall be cancelled, and the reduction and replacement shall be done well to create good development opportunities for strategic emerging industries such as fine chemicals and new chemical materials.
Second, strive to improve the level of intrinsic safety. Correctly grasp the relationship between the safety and development, safety and efficiency, safety and speed of the chemical industry park, build a safety production supervision system with clear division of labor, mutual cooperation and joint management, and comprehensively improve the intrinsic safety level of the chemical industry park. Scientifically assess the risk level and risk capacity of the park, revise the emergency plan of the park, focus on quantitative risk assessment of hazardous chemicals, establish a systematic and advanced accident prevention system, and improve the comprehensive support capacity of safety production and emergency response. Fully implement the closed management of the chemical industry park, maintain sufficient safety protection distance with the urban built-up area, densely populated area, important facilities and sensitive targets, and minimize the mutual influence between the park safety and the surrounding public safety; reasonably arrange the functional zones in the park to ensure that the safety protection distance requirements are met between the zones. Set up a special work safety management organization, strengthen the construction of emergency materials reserve and emergency rescue team, and build all kinds of public fire stations and enterprise self built fire stations.
Third, strengthen environmental risk management and control. Implement the ecological environment protection plan of the Yangtze River economic belt, prohibit the construction of new chemical industry parks within 1km of the shoreline of the main stream and main tributaries of the Yangtze River, and prohibit the construction of new chemical projects with excess capacity and serious pollution. We will improve the level of systematic, scientific, legal, refined and information-based environmental management in the chemical industry park, comprehensively use advanced technology to monitor and evaluate the atmosphere, groundwater and soil in the chemical industry park and its surrounding areas, timely identify potential risks, and prevent environmental pollution caused by various production links. We will carry out technological transformation of cleaner production around key pollutants, significantly reduce the total discharge amount of sulfur dioxide, nitrogen oxides, smoke (powder) dust, waste water, chemical oxygen demand, ammonia nitrogen and other pollutants, reduce the generation of pollutants from the source, allocate a certain proportion of vein industry, and vigorously promote the comprehensive utilization of industrial solid waste.

Strengthen the construction of supporting projects such as centralized water supply, heat supply and gas supply, build an integrated comprehensive energy supply system, and realize the unified planning and coordination of energy in the park
